Turns out a peer of mine was at the VA conference where this was discussed and the following was stated about the situation: The point of all this debate is missing the main question, how was this felon finally discovered? It was alluded to at the conference that it was a Real Estate Agent that recognized the name from news accounts and stopped the inspection request.
